I think that effect is more to do with the F-Stop that was used rather than photoshop.

Ivan ... If you are referring to the "beams" of light, those aren't created by PS. There are special filters that can be attached on the ends of a camera lens that create star effects. A "Cross Screen" filter produces this effect - just not as many individual star points. A "Star Eight" filter can create the special effect seen here. As Nathan stated, a similar effect can also be created by using a combination of F-stop and slow shutter speed settings. The photographer may have also done some PS editing on this photo afterwards to enhance the final result, but the starbeam effect itself was created when the pic was taken with either a special filter or a combination of camera adjustments.

He clearly used slow shutter speed to achieve such a shot. You can see in the background the clouds are blurry as a result of slow shutter.
