This one belongs to the Australian Air Force.

The code ASY is what FlightAware uses to denote the Royal Australian Air Force. The RAAF also uses ASY as the first three characters of their callsigns when flying internationally.

A refueling tanker?

Reminds me of the USAF's new KC-46 Pegasus. Based on the B-767, not used to seeing all these twin engine refuelers.

KC-30A Airbus A330-203 MRTT. Yes a refueller, but also used as a government VIP jet on occasion I believe.
