About 1:20 p.m. on Friday, a Boeing 767 operated by Delta Air Lines was supposed to land, but the pilot saw that he was on the wrong radio frequency as he approached, and decided to circle back. At the same time, a jet flown by Comair was taking off on 13 Right. The two planes came within 0.55 miles and 600 feet in altitude, said Laura J. Brown, an administration spokeswoman.
