FedEx Cargo Faces $681,200 FAA Fine, Hazardous Materials Violations
The Federal Aviation Administration (FAA) is proposing a $681,200 civil penalty against Federal Express Corp. (FedEx), of Memphis, Tenn., for allegedly violating U.S. Department of Transportation Hazardous Materials Regulations. Why does the pilot need to know what is on board? Does that make him more careful? Or is it just more bureaucracy. The loading workers can read the hazardous material label while the pilot never gets involved. More unnecessary bureaucracy?
I can undertand if it's truck or rail as there is a survivability factor for the driver or the operating personell there in the event of an accident; in the event of a crash of a plane, that survivabilty factor is a lot less and in the case of air cargo, as you say, the pilot does not have that much responsibilty. It is more on the ground crews, and that does seem to be where the focus is here.

That's the problem with government money though; it all goes in one kitty and not to the department that collects it. That's just like the highway trust fund. Trucks pay it all in; mass transit gets a big chunk of it; Government says trucks tear up the road and don't pay their share in taxes. FAA or any other agency ought to get what it collects rather than have to beg Congress for every nickel & dime.
I wonder what the FAA/government is going to do, when they nickel and dine the airlines or the entire industry out of business. We pay an excise tax, fuel tax, a laundry list of taxes and "fees" for airline tickets, FAA fines (fines = taxes), just to name a few. I'm sure user fees are not far behind. The private sector is not the problem... Its mis-management by the goverenment and now they want us to bail them out!
