Hi Paul. It is not in civilian service. It is Military Air Force plane for VIP transport.
According to Boeing, Qatar has four military and four "white tail" C-17s. The one shown here was purchased in 2015 as the production line closed down, and is a "white tail" version.

It is used as military cargo as well. The Qatar Royal family uses the B747-8 for their transportation. They visit Greece frequently.
Hi Bernie - by "VIP Transport" I meant that when the Royal Family fly in their luxury planes, their "motorcade" will probably be moved in this C17. I can't imagine a Rolls or 2 in the cargo hold of a B747 or A330. Do the POTUS beasts move around in Air Force 1 ?

POTUS limos are also transported in a C17.
White tails are A/C that have yet to have a purchaser. Hence "white tail" denotes there are no markings as of yet on the tail. All of Qatar's A/C are owned by them. They do not have any white tails.
Qatar Amiri Flight is a VIP airline owned and operated by the government of Qatar. It operates worldwide charters on demand and caters exclusively to the royal family of Qatar and other VIP government staff. The vast majority of its fleet is painted in the standard livery of the commercial flag carrier of Qatar, Qatar Airways. Αircrafts operated on behalf of Amiri flight, but not part of the fleet, are one Bombardier BD-700-1A10 Global Express and a Qatar Air Force Boeing C-17 Globemaster III. Both aircraft are in Qatar Airways livery.
