Too Bad that they could not make a civilian certified model.

I reckon they could if any airline wanted them to. But the C-17 is purpose-built for military needs, and would likely cost too much, and cost too much to operate, even as a freighter. Besides, everyone knows high-wing aircraft aren't sexy enough.
