Beechcraft Baron (58) (N9694Y) - "The pilot stated that he had amassed a total flight time in multiengine airplanes of 45 hours, and that he did not possess a multiengine rating."    Report:  Aircraft on takeoff, pilot reported that the right-hand engine failed, veered off the runway, struck 2 parked aircraft and a hangar, Corona, CA  The NTSB investigation has revealed that the pilot does not possess a rating for multi-engine aircraft.  Witnesses say the engines sounded normal.  The wind was gusting up to 90 degrees across the runway at the time of the accident.
