The writing on the side of the fuselage is so clear and straight it makes me think it was applied after the photo was taken.
Maybe it's due to poor quality photo, but that skin looks like a wrinkled 90-year-old man.(or a 63-year-old A/C)
The correct designation for this aircraft is a KC-135R.

@firewarch209, the reason one can see all the wrinkles is due to the location of the sun in relation to the aircraft. This can also be seen on B-52s.
