It appears to be delicate in construction. Very interesting design. I'd love to see the Pilots operating Handbook.

Another one of Burt Rutan's inventive designs. Composite construction is very strong.
It looks like that motorcycle has a sidecar on it - other boom is hidden behind the fuse.

Looks likee it's designed trying to get long endurance for multi missions like recon and package delivery by air drop. Maybe even test stand for surveillance equipment, firefighting and many other things if need be to stay away from altering in use aircrafts.
